Since 12 August 2026, the European Packaging and Packaging Waste Regulation (PPWR) has been generally applicable. The regulation introduces new requirements for almost all packaging placed on the European Union market.
For companies in the shoe, fashion, interior, carpet and textile industries, this includes polybags, garment covers, boxes, labels, pallets and other product, shipping and transport packaging.
What Are Your Company’s Responsibilities?
The obligations depend on your company’s role within the packaging supply chain. A business may act as a manufacturer, importer or distributor, and in some cases fulfil several roles simultaneously.
Manufacturers must carry out a conformity assessment for each packaging type, draw up an EU Declaration of Conformity and maintain technical documentation.
Importers and distributors must verify that the packaging they place on the European market complies with the applicable requirements and that the necessary documentation is available.
Not All Requirements Apply Immediately
The PPWR is being implemented in phases. The application date of 12 August therefore does not mean that all new requirements take effect immediately. Various obligations relating to recyclability, recycled plastic content, labelling, empty space and reuse will follow towards 2030 and beyond.
However, companies are advised to start mapping their packaging flows now. For each packaging type, document the materials used, its weight and the party responsible for providing the required documentation. Make sure to request this information from suppliers in good time.
This will provide a clear overview of both current obligations and the adjustments required in the coming years.
